Segara Pasifik was established by two colleagues who share a deep commitment to environmental justice, inclusive marine governance, and the role of law in shaping sustainable futures. We come from different journeys but are united by the belief that law, when grounded in local realities and guided by equity, can help communities and ecosystems thrive.

Bringing together years of experience in environmental law, coastal community advocacy, and policy work across Southeast Asia, we built Segara Pasifik to offer not just legal services but legal strategies that connect people, policy, and place. From treaty negotiations to village-level legal literacy, our work spans scales while staying rooted in the principles of justice, collaboration, and care. We are also committed to equipping future legal and environmental professionals with the tools to develop governance models that are legally sound, culturally inclusive, and socially just.

Rayhan Dudayev is the Partner of Segara Pasifik, a marine and environmental law firm dedicated to advancing justice-driven legal solutions for ocean and environmental governance. With a background in socio-legal, law and marine policy, Rayhan brings over a decade of experience in legal research, policy development, and capacity building, particularly in marine and fisheries law, environmental law, and land and forest governance.

His work spans local to international levels, supporting coastal communities, Indigenous Peoples, and governments in strengthening legal frameworks that uphold environmental justice and community rights. Rayhan has contributed to various multilateral processes, including the Global Plastics Treaty and the Convention on Biological Diversity, and is actively engaged in treaty negotiations, legal drafting, and legal literacy training. His publications include academic articles, policy papers, and briefs addressing legal pluralism, pollution law, and sustainable resource governance. He is currently pursuing a PhD at James Cook University, focusing on equity and plural knowledge systems in marine policy and governance.

At Segara Pasifik, Rayhan leads initiatives on legal consultancy, community-centered capacity building, strategic litigation support, and nonprofit program development, ensuring law serves as a tool for inclusive, sustainable change across Southeast Asia.

Beby Pane is the Partner of Segara Pasifik, a marine and environmental law consultancy rooted in the belief that law should serve communities living closest to environmental change. With a background in law, environmental governance, and coastal policy, Beby brings years of experience in legal research, policy advocacy, and program development, particularly in small-scale fisheries governance, village-based marine conservation, and social forestry. Her work focuses on bridging regulatory frameworks with lived realities and helping communities secure their rights through recognition-based legal instruments and participatory governance models.

She has supported the development of legal frameworks for Other Effective area-based Conservation Measures (OECMs), led legal drafting processes for coastal villages, and worked with governments and NGOs to integrate environmental management into conservation policy. Beby’s fieldwork spans across Indonesia—from Bali and West Nusa Tenggara to North Sulawesi—where she has facilitated community-led initiatives, legal literacy programs, and governance strengthening for sustainable coastal management. Her publications include policy papers, co-authored academic work, and applied research on village authority, customary marine management, and ecological justice.

At Segara Pasifik, Beby leads initiatives on legal compliance, village-level governance, rights-based program design, and policy implementation, ensuring that the law is not only understood, but meaningfully applied to support equitable, inclusive, and locally grounded change across Southeast Asia.
